Rationale

This revision addresses a comment from Ed Walters (SpaceX) who noted that the equations in Section 13 do not contain the correct coefficients when using inch-pound units (to address conversion of mass from lbm to slugs and velocity from in/s to ft/s). Section 13 equations are revised and descriptive notes added.
